The Right Sequence for Funding Programmes

Start-up financing: The right financing at the right time – and in the right order

Category: Start-up Financing & Funding | Author: Daniel Schäfer | Reading time: 7 min.

You have a great business idea – but still lack the necessary start-up capital. The good news: In Germany, there are a whole range of funding and financing options. The bad news: Not every programme is suitable for every phase. If you apply for the wrong programme at the wrong time, you lose valuable time – and sometimes your best chance at funding.

In this article, I will show you which sources of financing are available, when you can apply for each – and why the right order is the key success factor.

The two worlds of start-up financing

The entire world of funding and financing can be divided into two clearly separated areas – and which area you can access depends on one single crucial question:

Do you already have a market-ready product or a testable service?

Depending on whether you answer this question with yes or no, completely different sources of financing are available to you – and others are simply not eligible for application.

Important: Many founders apply for programmes for which they are not currently eligible – and are then surprised when they are rejected. The solution is not a better application, but the right timing.

What is an MVP – and why is it so crucial?

MVP stands for Minimum Viable Product – a product or service that is ready for the market. Not perfect, not complete – but sellable and testable.

This could be a single module of an app, a first version of your service, or a specific part of your offering. The key point is: you can enter the market with it, gather real customer feedback, and generate initial test sales.

This step is called Product Market Fit – your product matches the needs of the market, and customers are willing to pay for it.

Note: No MVP, no Product Market Fit. No Product Market Fit, no classic start-up financing. The order is non-negotiable.

Financing before the MVP: These sources are available to you

If your product or service is not yet ready for the market, a whole range of classic funding programmes are excluded. No start-up grant (Gründungszuschuss) from the employment agency, no AVGS, no KfW ERP start-up loan, no state bank programmes. All these instruments require that your concept is already well developed and marketable.

But there are alternatives:

Venture Capital (VC) Venture capitalists invest in early stages – but at a price. You give up significant company shares, have an active investor at your side, and must meet strict criteria. VCs usually focus on specific sectors and are not suitable for every idea.

Business Angels Business Angels are experienced entrepreneurs or advisors who bring not only capital, but also know-how and networks. Some exchange their time for company shares – others also contribute their own capital. A Business Angel can be extremely valuable in the early phase.

Private Investors Financial investors who specifically invest their money in high-risk projects – with the aim of turning €100,000 into a million. They generally do not provide active advice, but do provide capital at stages when traditional banks are not yet involved.

Public early-stage programmes Every federal state has funding programmes specifically for early, high-risk projects. At the European level, there are programmes such as the EIC (European Innovation Council) or the ZIM (Central Innovation Programme for SMEs). In Berlin, for example, there is ProFIT, an early-stage and project financing programme that can support both the start-up and the project itself – with funding rates of up to 50%.

Equity and Preliminary Work Sometimes the first step is to use your own capital and do some groundwork yourself. Those who show they are willing to invest themselves also find it easier to convince external investors.

Friends, Family and Fools (3F) The three Fs – Fools, Friends and Family – are often the first source of funding in the very early stages. No formal process, no pitch deck – but genuine trust and capital that enables you to develop your MVP.

Financing after the MVP: Now the major programmes become accessible

As soon as your MVP is ready and you can demonstrate product-market fit, the doors open to the classic and most powerful funding programmes:

Start-up grant (Gründungszuschuss, ALG I) If you are starting a business from unemployment, you can apply for the start-up grant (Gründungszuschuss) at the employment agency – including AVGS for professional founder coaching with 100% funding.

Integration subsidy / Start-up allowance (Einstiegsgeld, ALG II) For founders supported by the Jobcenter, there is the start-up allowance (Einstiegsgeld) as support in the initial phase of self-employment.

KfW ERP Start-up Loan Up to €200,000 for new start-ups and young businesses – for investments and working capital, can be applied for within the first five years after founding.

State Bank Programmes Each federal state has its own start-up financing programmes. In Berlin, for example, the IBB – with programmes specifically for Berlin-based founders and growth companies.

European Funding Programmes For high-growth and innovative projects, there are additional instruments at the European level to support market entry and scaling.

The decisive advantage: Those who go into a bank meeting with a finished MVP and initial market validation have a significantly higher chance of approval – because they are presenting not just an idea, but facts.

The right order: From idea to exit

This is the most common mistake we see in consultations: founders jump straight to financing – without knowing the correct sequence. This leads to rejections, wasted time and frustration.

The correct sequence is as follows:

Step 1 – Develop and refine your idea: What is your product or service? Who is your target group? What problem are you solving – and is someone willing to pay for it?

Step 2 – Develop your MVP: Launch a first, sellable version of your offering on the market. Small, but testable.

Step 3 – Test product-market fit: Get real customer feedback. Do the product and market fit together? Who pays, how much and why?

Step 4 – Apply for market entry financing: Now the classic funding programmes are accessible – start-up grant (Gründungszuschuss), KfW, state banks.

Step 5 – Build up scaling financing: Once the model works, it’s all about growth – new locations, new product lines, new markets.

Step 6 – Plan your exit: At some point, when the company has reached its maximum value, selling becomes an option. There are the right partners for this as well.

Conclusion: It’s not the best programme that wins – but the right one at the right time

There is no universal answer to the question “Where does the money come from?”. The answer depends on your current situation – whether your MVP is ready, whether you are founding from unemployment, how much equity you bring, and which federal state you are based in.

What always applies: The order matters. If you apply for the wrong programmes too early, you waste time and opportunities. If you take the right steps at the right time, you maximise your funding – and your chances of success.
